The only person that is liable is the one driving the vehicle that hit and killed Brien. There is nothing wrong with a 13 year old child riding their bike to school or anywhere else. I know when I was 13 I rode my bike everywhere. My kids did the same. People tend to want to blame everyone but the right one.
